When can they sign UFAs?

What about Dwight Jones, 6'4 WR from UNC?
Chase Minnifield, Cornerback from VA because I love the name-position combination.
Charles Brown, Corner from UNC just for Swerbs avatar.
Chris Galippo, ILB from USC, because USC ILBs have done pretty darn well.

PD has the complete list via nepatriotsdraft.com.

We signed two Ohio State guys, got two receivers, more offensive lineman and some DBs.
