They were fairly involved with FA in 2010.
There are many explanations that we can speculate on why they weren't in 2011, but I am of the mind that this year will be more like 2010 than 2011. Obviously, I could be wrong.

Luck could show up to the Combine and test positive for the HIV, and the Colts would still take him #1. RG3 has more to prove , maybe even more so if its shown that his height in the Baylor media guide was embellished.

First off, don't think anyone can match 4 + 22. Even if they want to throw in crap from next year. The difference between even 4 and 6 is huge to St. Louis. And I cannot imagine you have a problem with using 4 and 22 to get RG3 at this point, can you?
