So, you can do like e0y says and skip 3. 3 did suck. And if you skipped 4 you'd be OK too. Season 4 was better than 3, but it had a bullshit trainwreck of a finale. Personally, I'd watch both of them because, even though the stories are lacking, I like some of the characters, and there are things that would help you to understand the characters better. Plus, I don't think you'd think it was a complete waste of time to watch them, if you did, even though it's a big drop off from season 2.
Basically, I'm a completist. So that's what I recommend.

And that's saying something.
I had to read this three times to make any sense of it.
