Unless you're doing an auction draft I don't know why you wouldn't do a snake draft. Unless you think getting picks 1 and 13 is just as good as getting 12 and 24.

Not a huge fan of PPR. I'd maybe do 1/2 point PPR but anything over that is dumb. Don't see why a 3 yard reception deserves an extra point.
