That might very well be the case Peek, but on the part of the city it is a very short sighted (arguably idiotic) decision with some risks. There are multiple ways to go about keeping up with this storm that are better than giving up completely b/c of a few bucks. Send the plows out for an hour at time, keep the main roads clear, try to get to the most important secondary roads when you can. If an emergency arose they would be thankful they did. If unemployment taxes didn't exist, those would be paid to all the workers. Since they do exist, I can't see any argument against collecting unemployment benefits, which aren't all that impressive anyway. I guess I could be the Randist caricature and say that without unemployment taxes, and every state paying people to work in unemployment offices, there would be more private sector employment. That probably would be true, but the safety net that unemployment insurance provides seems to be a cheap mitigation for changing economic conditions.
