Are you going to Niagara Falls? I don't remember Fallsview well, but Casino Niagara has a decent sportsbook. It's not great, but it's pretty good. That's where I'd spend the March Madness time. It'll be you and a bunch of Americans, so that should be pretty cool. Though, Canadians are some of the most friendly people on the planet.
On making bets, I assume they change their hours for March Madness. Be advised that the odds are in decimal form, though. Make sure you know the difference from the normal American -110 style odds. The spreads are much different as well. As far as I remember, you can bet one side or a tie. I believe the team that you bet has to win by 4. I'm not certain on that, though.
Hotel rooms, when I went there in May, my fiance and I stayed at the Days Inn on Centre Street for $40/night. Not sure what weekend it is exactly, but I see rooms on Expedia for an average of $49/night at the Days Inn right behind Casino Niagara the 17th-21st of March.

Casual dining: There's an awesome pizza place on Victoria Ave. that has an $8.99 one topping large special. It's a wood oven pizza place. That's good. If you want to go balls out, eat at The Keg in the lobby area of the Courtyard Marriott on Victoria. Awesome steak. It'll probably cost $80 for a group of 4. Kelsey's is like a TGI Friday's at the top of Clifton Hill, that's not bad. Also, the Rainforest Cafe is ok. The bacon cheeseburger in the sportsbook is pretty solid too. If you decide to stay at that Days Inn above, there's an Applebee's downstairs. Montana's is pretty good, a little pricy, think Longhorn or Outback here. Try the poutine.
Make sure you go to Tim Horton's at some point. Amazing.
