I have no clue as to how to determine who may have rights to these resources or not, and who knows maybe the next global war is over just this type of thing. However I know one thing, the United States (while kind of nosey) is often called upon by many other countries/UN to get involved in global conflicts (often times expected to get involved) and I'd be damned if any other country is going to tell us to GTFO in an attempt to research these newly found resources.
