I've never heard of it.

Sex offenders have to register and many schools do background checks on people that are around them a lot. Same for preschool and daycare, though most of that is school board or privately driven.

If I had it my way it would be easier for you to get here as a permanent resident, BP. Maybe we can work on that after we finish reminding our politicians about what the Constitution says and how it limits Federal power. Be nice if Britain had a less ethereal constitution, something that actually limits the power of the government explicitly. I do think they are going the right way over there with devolution, though England needs its own parliament and it wouldn't be a bad idea to create the kind of checks against popular euphoria and craziness that are in place here.
