Yes you are correct and to Whilock's cred he is pretty fair on the race issue. I just get the feeling he feels compelled to be the one to touch on those things b/c he himself is black.
Rome did well in finding him to sub b/c Rome doesn't like to touch those issue for more than 30 seconds.

Granted, Morgan's out of the blue blurt outs on 30 Rock are occasionally funny, but that's all he's got. Morgan's the dude who came up with the dreadful Astronaut Jones skits - unfunny even by modern SNL standards.
