I've been to Memphis only five or six times for work so I'm not extremely familiar with it. But your description above sounds like most of the Memphis I know. Save a few square blocks downtown and around Beale Street, the place is rough all over.
Driving back from Tunica casinos at about 2am one night the pit boss gave me the 90 minute directions around Memphis and the 45 minute directions through it. Told me if I went the direct route to make sure the car was gassed up and I didn't stop for drink, food or red lights.

Which route did you take?
I had a class to conduct at 8am. I opted for 45 more minutes of sleep and the direct route that evening but I've taken both routes back depending on the circumstances.
