As the resident of Michigan here....Detroit is trying to get people to come to this god forsaken "city" (aka pit of hell) by showing commercials to Indiana, Ohio, and IL.

Now to be fair, Cleveland has been doing their fair share of advertising here on local tv and radio as well. Which is great!
